Keep getting unable open to open file for writing even though I'm doing it correctly

I am trying to add texture mods to vehicles but I keep getting the "Unable To Open File For Writing" even though i've done everything correctly as i've done it before and I've even watched the video again just to make sure I was doing it correctly and the texture files are in the correct .png format.

 

Don't know what I could be doing wrong...

Answer from discord 
"that comes up when you save the file directly into your flashinglights_data folder. You need to save the file somewhere else then drag it into the flashinglights_data folder and replace when prompted"
